to pay for a third reviewer. it is very expensive, it was done by the u.s. security team and done by dbs and a whole slew of other consultants. we don't have the funding to bring in yet a third reviewer, but what we can do is we can be presented this to our funding partners and to the fra and the fta and happy to bring you any comments that they may have. we have many third party reviewers looking at this at the request of the fire department for example. as the director mentioned we brought this number down and just to give you a perspective. we were upwards in security and other costs and we are down to 164.5. and the rva item is down from 64 million to 56 million that is what the recommendation of going to a metal skin. we went from the gt ceiling making it metal ceiling making it safer and we recommend going to a glass skin to a metal skin which will be lovely as well and we will show you the rendering. we have just about cut as much as we could possibly cut but do think that it is important to present the information that kim requested and we will do that at the next meeting. we are
fund. and then the use of the general re serve of 32.2 million. we are assuming you will need to use all of that reserve in order to balance the budget. and then the deposits to reserves, because of our increases to revenue, amount to 11 million. so, that brings us to a projected fund balance estimate of 174 million. as i mentioned before, 103 million of that was already committed to the year two. and the replenishment of the general re serve that we will be using this year needs to be incorporated in next year's budget, leaving us with a projected surplus of $38 million. so, the next slide provides you with a summary of our major tax revenue in the city and it shows you where the bulk of that surplus 72 million come from. and that is property transfer taxes, about $21 million over the budget as we are taking a look at the cash we've received thus far and estimating how much additional property tax revenue we will get for the reminder of the year. our second-largest is -- yes. >> if we can go back to the previous slide, the projected surplus, 38.3 million, how does that relate to the
streets but it gives us an additional tool to address the issues related to over night parking of large vehicles on a focused location specific basis. these -- some of these locations have resulted in some negative impacts from parking over night vehicles -- over night large sized vehicles and that's what we're attempting to address. i also want to refresh your memory. we did a sampling of the neighborhoods in the city prior to the legislation being considered and over 450 type of vehicles that far in this classification we found that 42% of them were motor homes but more importantly over 50% of them consist of trucks and buss and trailers so this legislation will also capture those types of vehicles and it's very important because i think a lot of our -- the concerns that we received from the neighborhoods were for those vehicles being warehoused on the city streets, and from our survey we also found those vehicles that are out on the street that we sample 60% of them actually were registered with san francisco addresses, and of those only 20% are within 1/4 mile of where they're reg

things that have come up. in addition, in the current year the mayor's office asked us to cut $1.5 million off of our base budget and we were able to do that with revenue solutions and some expenditure adjustments which did not impact operations or staffing. so, as you can see, our budget for next year, this is our revenue. and as you can see, most of our revenue comes from general fund, city support. state revenue on the 41 million is prop 172 public safety tax. our federal revenue is actually primarily the money that we get from the housing authority to provide the additional service there. it's hud money. the airport of course pays for all their services. other departments pay for our services. and then [speaker not understood] charges, those are just permits such as alarm, responding to alarms, thing like that. so, our next slide talks about how we spend all of our revenue and not surprisingly most of our revenue -- most of our expenditure is in salaries and fringe benefits, about 88% of our budget goes to staffing and nonpersonnel and professional services, it's about 13.6 m
in front of the city, we really deeply appreciate the year of support that you have given us already last year and look forward to the continuing support of funding to backfill this. what it means to us specifically is that there's a long waiting list in the city. we have a long waiting list of people that need subsidized child care. a couple years ago it was about 3,000. right now it almost sits at 5,000 people waiting for child -- affordable child care slots. and the working families going to school, working very hard, if they didn't get this child care, specifically at our site, we would lose about 30 families and children. so, if they don't have subsidized child care, they might not be able to work, not go to school, not be productive citizens of san francisco. so, i urge you seriously to consider this for this year and in future years to help the families that we serve on a daily basis in san francisco because it makes a difference. and this city is taking leadership if you do support this. i appreciate the time and effort and hope you support this wholeheartedly. thank you. >> thank

we will need to look at that increase in projected revenue to help us get to the needed levels. the increases that we are looking at are largely associated with the labor and negotiations that took place last year and the contracts that are in place for the next couple of years. so those are going to increase our salary and fringe benefit cost to a certain degree and we know last year at this time we discussed reducing the city order and we brought it down to $180,000 to $130,000 and we talked about reducing it further going forward to $120,000. at this point i am not going to recommend that we any lower than we are now. we had a work order with the city attorney for the last five years and the utilization has fluctuated over the last five years and that has depended on a lot of factors and it has to do with the caseload and the volume of the cases and the length of board meetings and the hours that the city attorney has to sit with us and the complexity and uniqueness of the cases and the number of new board members that come on and increase of on boarding those members and al

investigators, the number of days it takes to close cases is going down. however, what is slowing us down particularly in sustained cases that we have an inadequate legal staffing because when you consider that there are 16 or 15 investigators producing cases and they're funneling to 2-1/2 lawyers who are reviewing them, then that is where our cases slow down and the time it take to complete sustained cases has not really reduced in the last -- in the last several years. additionally, we have inadequate information system technology staffing. we have all 34.75 positions, only one information systems technology business analyst. that's [speaker not understood]. you've met him at presentations of the annual report, and he is responsible for an incredible number of things. from the hardware, that is, when we replace our pcs or our laptopses, he is the one who installs them. and it is not a simple installation because we have databases that he has to install and customize on computers. in addition to that, he's responsible for creating databases, amending them, tweaking them for interfacing w

maintenance here and other garages that it would be more appropriately used for? >> well, that's what this bond issuance is for, in terms of an mta wide, so we can address concerns related to all the garages, not just japan center. or sutter stockton. so, that is our main concern, is that knowing that not only this garage needs improvements, but city-wide as well. >> i understand that, but that seems to me like you're taking bond money, then, and transferring it through a wheel to operational expenses. to the budget analyst analyst. >> mr. chair, as we understand it, the bonds that have been issued are taking care of their capital improvement needs. * so, this in effect winds up as surplus and can be transferred for operating expenditures to the mta. so, they're not short changing their capital needs as we understand it. >> thank you, i appreciate that. i guess my question is but by issuing the debt, you say you're not short changing the capital needs, but tame point in time you're [speaker not understood] and you're issuing bonds against it for operational expenses. you're floating b
, in order to both issue the debt and also for us to issue the debt to refinance the garage debt, and also as a result of a number of recommendations that came from a controller's audit that was performed in 2011, we restructured all the leases. we developed a standard lease form that incorporates many of the recommendations from the controller's office and also other things that we needed to have in place in order to issue the debtorthat we wanted to have in place in order to issue the debt. so, we've been working through the different garages to get the new lease terms in place. you recently approved two leases for -- one for the [speaker not understood] garage and one for the 5th and mission garage. in some of these cases the existing nonprofit entities have decided to change their role and shift to a more advisory structure and that's what happened with ellis o'farrell at 5th and mission. in other cases such as the two that are before you today, the nonprofit has wished to remain in place and continue serving the function that i referenced. so, what we have before you are those two lea

this committee has to be put onto the bridge board. * at the same time it is in use it is being replaced over and over and over again. so, there are labor issues that arise around that. there are practical issues that arise around that. i think i can contribute to both, to an understanding and a rational discussion of both. thank you. >> thank you. >> i'm an engineer and you probably understand it better than i do. >>> thank you. >> next speaker if you're here, dave snyder. >>> good afternoon, supervisors. my name is dave snyder and i am honored to have the chance to represent san francisco on the golden gate bridge board and i respectfully request your reappointment. by way of my qualifications, you have my resume so i'll just summarize quickly. i have two decades of experience in transportation policy. i seek to use transportation policy to advance social justice, strong economy, and sustainable environment. that experience includes being the director of the san francisco bicycle coalition and being the transportation policy director for spur, san francisco planning and urban research. and
that are boarded up that are not in use and have been boarded up for years. i have been in san francisco for about 16 years, and i myself have been homeless, and have lived in a shelter, and the experience there was not a good one, and i have lived in sro's. luckily now i have housing but it's subsidized housing, and that's a step up, but it's still not my own and i couldn't afford it because i am on disability and i know there are a lot of people like me. i am also a senior with a disability, so it's very challenging to try to get move up somewhere that's decent and be on your own and i know people on the streets would like a place of their own and i know it's a big challenge but if we could open up some of the empty buildings that have been empty for years and years, and put housing in there, or open a shelter where we can have beds for these people and might have a semi-temporary housing so they can move up in the world. if we can help them more that would be great but i don't know how we can do that, and maybe you know more than i do, and maybe you can help us figure this out because i know
of the building and had windows and i don't know if was used for a hot tub or what have you, but the permit came in and kind of very neatly added a roof on the structure and closing it and incorporating it into the building envelope. that wouldn't have been allowed under the planning code. one problem there are no existing or proposed plans. what we have here are proposed plans that have a little bit of dash lines underneath of what was there and it wasn't very clear. typically we will get one existing version, one proposed version. we can clearly compare the two so that is one of the problems here with this permit so that's the january permit that is problematic with that, and they did resolve it later on with one of the permits on appeal later on, but that is a problem with this permit. the next permit which was the march permit they added a garage in there. there are a couple of problems with this. first the excavation required environmental review and i don't see evidence of that and i apologize i had a brief conversation with the architect and i went over some of the issues and this o
? and therefore, you know, use more city resources, for purposes of advancing the interest of permit holder that i believe has done some things that are unseemly. >> i understand your concern, i share those concerns as well. and you know i was surprised by what i saw at the sight today and however i feel that this is the best resolution for all parties, moving forward for the appellant and for the permit holder for the city that this is the best way to insure that we are going to get a project that will comply with the project of the planning code. >> the next thing that i wanted to mention is that if so the next meeting that we have on the calendar is the 20th and if you believe that all parties can deliver and there is not going to be any kind of a problem in delivering, you know, said documents, to each other, timely, enough time to review, the next meeting that we have is march sixth and so if you are going to undertake this ambitious time line, it would behoov you do do it so that it happens on the 20th, rather than the 26th. >> one discussion that we had outside is that the day before we are
, or in my case, louis herrera, the city librarian used his office to withhold public records from me. he just basically didn't want it made apparent to the public that all the claims that they were making at library commission meetings had no basis. but $10 million that was claimed as a gift to the branch library improvement program was just that, nothing, but claim. and so when i went and i tried to get these documents, he held off for nine months and now we have mr. menat shaw and he comes to you and he wants to get documents about a complaint. following these complaints is kind of like a black box, you drop it in the top and whatever comes out, you are expected to live with. same goes with the office of citizen complaints of the police department. i had a city and police inspector lie to be about the existence of a document. he repeated that lie to a deputy city attorney, when i petitioned for the supervisor of records to make a ruling. told her that there was no document. and then three months later, oh, exemption. as mr. menat shaw says you have a certain number of days, a certain t
